Diplomatic Appointment: Consul-General in Honolulu

Mr David Edward Binns is to be Australia’s new Consul-General in Honolulu.

Mr Binns will replace Mr John Quinn who has been Consul-General since September 2004. Mr Binns is expected to take up his appointment in August 2007.

One of the Consulate-General’s key functions is to maintain close liaison with US Pacific Command (PACOM), headquartered in Honolulu. PACOM directs and coordinates the presence of US military forces in Asia and the Pacific.  The active engagement of PACOM and its component commands with regional countries such as China and Indonesia makes an important contribution to regional stability. PACOM is a central player in Australia’s alliance relationship with the United States. 

The Consulate-General works with Austrade and Invest Australia in promoting Australia's trade and investment interests in Hawaii and Alaska. The mission also provides consular services to Australians for these two US states, as well as providing emergency consular services to Canadian and British nationals in Hawaii.

Mr Binns is currently Assistant Secretary in the Pacific Division, a position he has held since January 2005. Overseas, he served as High Commissioner to Sri Lanka from 2002-05. He has also been posted in Jakarta, as Counsellor from 1996-99 and First Secretary from 1990-92, and Hong Kong. In 2001 he participated in the Executive Program at the Asia Pacific Centre for Security Studies in Honolulu.

In Canberra, Mr Binns has held a range of positions including Director, Indonesia Section (2001), Director, Defence and Intelligence Policy Section (1999‑2000) and Director, East Asia Analytical Unit (1993-95).

Educated at Macquarie University and the University of Sydney, Mr Binns holds Bachelor of Arts and Bachelor of Economics degrees. Mr Binns is married with three children.
