Joint Statement on the Fourth Indonesia-Australia Foreign and Defence Ministers 2+2 Dialogue

1. Indonesian and Australian Ministers met in Bali for the Fourth 2+2 Dialogue on 27 October 2016 and adopted a Joint Communiqué.

2. The convening of the 2+2 Dialogue showcases a strong comprehensive strategic partnership built upon friendship, openness and a common purpose to strengthen consultation on shared strategic interests.

3. The Ministers underline the coming State Visit of the Indonesian President, Joko Widodo to Australia in November 2016, as signaling the strong commitment from both leaders to strengthen our comprehensive strategic partnership with the objective of ensuring economic development, prosperity, peace and security in the region.

4. The Ministers welcome the successful hosting of the third Indonesia-Australia Dialogue in Yogyakarta in August 2016.

Maritime Cooperation

5. The Ministers note that Australia and Indonesia are natural maritime partners and discussed practical steps to deepen and broaden bilateral maritime engagement. Ministers welcome ongoing bilateral cooperation on maritime security, including the conduct of bilateral coordinated maritime patrols in 2016.

6. The Ministers reaffirm their commitment to cooperate on maritime issues through regional initiatives such as ASEAN-led forums, and Indian Ocean Rim Association (IORA).

7. They ackowledge progress and support for the implementation of the East Asia Summit (EAS) Statement on Enhancing Regional Maritime Cooperation. In this light, they welcome Indonesia and Australia's convening of the EAS 2016 Maritime Security Cooperation Seminar in Sydney.

8. They also exchanged views on recent developments, security challenges and ways to foster stability in the South China Sea and Sulu Sea.

Regional and Global Issues

9. They welcome the First Biennial ASEAN-Australia Summit in Vientiane, Laos in September 2016 and they look forward to the Special ASEAN-Australia Summit to be held in 2018.

10. The Ministers agree that cooperation on counter-terrorism and countering violent extremism has been one of the strongest pillars of bilateral security cooperation. They commit to respond to the increasing regional and global security challenges through the Jakarta Center for Law Enforcement Cooperation (JCLEC), and other bilateral mechanisms related to deradicalisation of extremists and sharing of intelligence.

11. The Ministers look forward to the collaboration between Indonesia and Australia as the co-chairs of the ASEAN Defence Ministers Meeting-Plus Expert Working Group (EWG) on Peacekeeping Operations (2017-2020). They highlight the pivotal role of peacekeeping operations to maintain world peace and security. In this regard, they support Indonesia's vision of providing 4,000 peacekeepers by 2019, as well as increasing women peacekeepers in peacekeeping missions.

12. They discussed common approaches to enhancing cooperation against people smuggling and trafficking in persons. They applaud the establishment of the Bali Process Consultation Mechanism as reflected in the Bali Declaration on People Smuggling, Trafficking in Persons and Related Transnational Crime, and look forward to its implementation.

Pacific Agenda

13. They recognise the shared interest in exploring complementary development cooperation with Pacific countries in practical areas such as good governance, climate change and small and medium enterprises.

14. They commit to support the chairmanship of Papua New Guinea (PNG) in APEC 2018 through technical cooperation which will be conducted in 2017.

Foreign and Defence Relationship – Future Directions

15. Ministers welcome increased defence industry and military modernisation cooperation such as through the agreement between leading Indonesian and Australian defence industry members to develop an armoured vehicle, based on the Australian Bushmaster design and customised for TNI operational needs.

16. The Ministers commit to elevate security cooperation in the cyber security area, through strengthening cooperation on capacity building.

17. They further welcome the convening of the Inaugural Indonesia Australia Cyber Policy Dialogue in Australia at the earliest opportunity and the fourth Indonesia-Australia Dialogue in Australia in early 2018.
