Armin Luistro FSC, Education Secretary, signed the Memorandum of Subsidiary Arrangement for the Basic Education Sector Transformation (BEST) Program, during the program launch at the Neptali Gonzales High School in Mandaluyong City on 21 February 2014. Ms Bishop announced a new funding assistance for education totalling A$150 million or PHP6 billion over the next three years for the program in the Philippines.
